The National Association of District Hospital Employers (OZP) has warned that the National Health Fund (NFZ) may have serious consequences. Hospitals that fail to sign the annexes will not receive additional funds for pay raises, despite the fact that the AOTMiT (AOTMiT) recommendations allotted over a billion złoty for them. The fund claims it is ready to make payments but is awaiting signatures and receipts.

The president of the National Health Fund (OZPSP), Waldemar Malinowski, doesn't mince his words: funding from the National Health Fund (NFZ) is understated, with some hospitals receiving a mere 4% increase, even though salaries should have increased by 14%. Directors don't want to go into further debt and are announcing tough negotiations.
On Thursday (July 31), they will meet with the new Minister of Health, Jolanta Sobierańska-Grenda . This is her first serious test since taking over the ministry. At stake is not only the budget but also the future of thousands of facilities across Poland.
"We don't want fictitious annexes and further debts. We need real money, for real people," hospital representatives emphasize.
The conflict over the annexes isn't just about wages, but about systemic changes to healthcare financing . Without clear rules, equal treatment, and a budget commensurate with expectations, the system could collapse faster than we think.

The National Health Fund (NFZ) emphasizes that the AOTMiT recommendations provide a special pool of over PLN 1 billion specifically for district hospitals . These funds are intended to cover, among other things, statutory salary increases that came into effect on July 1st.
" For our part, as announced, we have prepared and sent over 31,000 annexes to medical facilities, including hospitals, " Florek says. " We are waiting for the signed documents to be returned and invoices to be issued to finalize payments. We are prepared for this ."
This is a response to criticism from district hospital directors who warn that National Health Fund (NFZ) funds do not cover the actual costs associated with the price increases. However, the Fund maintains that everything was calculated according to the AOTMiT methodology, and now it's time for hospitals to take action.
The situation remains tense. On Thursday, July 31, hospital leaders are scheduled to meet with the new Minister of Health, Jolanta Sobierańska-Grenda . This will be the first serious test of her negotiating skills—and a chance to end the crisis before patients feel its effects.
